Who is most at fault, and what should the penalties be? Please be respectful, I am not on an agenda, and I am just trying to probe the general feelings of people on this board with respect to this particular issue. You will not get best answer for spewing partison/other venom.

I blame the trooper.
1. The ambulance didn’t have much time to yield to the patrol car, and there was a car parked on the shoulder of the road, meaning the ambulance didn’t really have anywhere to go. Also, the ambulance was transporting a patient. The patient’s health comes first, not the officer’s apparent beef with the ambulance driver. He should have escorted the ambulance to the hospital and then continued the discussion if he felt that it was necessary to do so. The EMT made it clear to the officer that they had a patient in transit, but the officer ignored him and continued to rant and rave about something that I feel was very trivial. If you saw the dashcam recording, you’d see that the ambulance didn’t really slow the officer down by more than a couple of seconds. The officer was being very petty and very confrontational when he had no real reason to act that way, and he put the health of the patient at risk. That’s unacceptable.
