Well, to fix ths issue you would firt make sure you are not by any high-powered electrical source. Next, check to see your Monitor refresh rate. To do this, follow these instructions
Right Click on your Desktop and choose Properties From the Dropdown Menu
A new window would pop up. Next you would choose the settings tab a the top of the new window.
Select the Button that reads Advanced. Another window will popup
Choose the monitor Tab and inside this tab you will see an option for your refresh rate.
You can shoose a refresh rate from 40-120Hz depending on your monitor type. To ensure your monitor can display the rate youve selected, make sure the check box beside this is checked. It will then only display the rates your monitor can handle.
If after playing with this you are still having problems, your laptop monitor may be damaged either by wear and tear or by physical abuse. In which case you will need to bring it to a repair shop and have it repaired.
